ADOPTION OF AMENDMENTS TO THE CODE OF SAFETY FOR DYNAMICALLY SUPPORTED CRAFT
(adopted on 19 May 1994)
THE
MARITIME SAFETY COMMITTEE,
RECALLING
Article 28(b) of the Convention on the International Maritime Organization
concerning the functions of the Committee.
RECALLING
ALSO that the Assembly, when adopting resolution A.373(X) on the Code of Safety
for Dynamically Supported Craft (DSC Code) for craft such as hydrofoil boats
and air-cushion vehicles which were increasingly being introduced in
international transport, authorized the Committee to amend the Code as may be
necessary,
NOTING
that dynamically supported craft continue to be constructed and operated
internationally,
RECOGNIZING
that the SOLAS Conference to be held on 17 and 24 May 1994 will be invited to
adopt amendments which, inter alia, include a new chapter X on safety measures
for high speed craft, to make the provisions of the International Code of
Safety for High Speed Craft (HSC Code) mandatory under the 1974 SOLAS
Convention, for craft constructed on or after 1 January 1996,
RECOGNIZING
FURTHER the need to incorporate improvements to maritime safety standards made
since the adoption of the DSC Code in the provisions of the current DSC Code
for craft constructed before the HSC Code enters into force.
HAVING
CONSIDERED at its sixty-third session the text of the proposed amendments to
the DSC Code, which were developed while preparing the HSC Code by a thorough
revision of the DSC Code.
1.
ADOPTS amendments to the DSC Code, the text of which is set out in the Annex to
the present resolution;
2.
RECOMMENDS Governments to apply the amended DSC Code to craft constructed
before 1 January 1996.

AMENDMENTS TO THE CODE OF SAFETY FOR DYNAMICALLY SUPPORTED CRAFT
CHAPTER
1.
GENERAL
1.3
Scope of application
Add
a new paragraph to read:
"1.3.3
This Code does not apply to any craft the keel of which is laid, or which is
subjected to repairs, alterations or modifications of a major character, on or
after 1 January 1996".
Add
an new section 1.10 to read:
"1.10 Interpretations
For
craft constructed following the adoption of the International Code of Safety
for High Speed Craft (HSC Code) by resolution MSC.36(63), and in the continued
operation of craft certified under the present Code, guidance in the
interpretations of this Code may be obtained from the HSC Code".
CHAPTER
8.
LIFE-SAVING APPLIANCES
8.2
Survival craft
Paragraphs
8.2.3 and 8.2.4 are replaced by a new paragraph 8.2.3 as follows:
"8.2.3
Craft should be provided with the radio life-saving appliances in accordance
with regulations III/6.2.1 and III/6.2.2 of the Safety Convention".
Paragraphs
8.2.5 to 8.2.9 are renumbered as paragraphs 8.2.4 to 8.2.8.
CHAPTER
13.
RADIOCOMMUNICATIONS AND NAVIGATIONAL EQUIPMENT
Sections
13.1, 13.2 and 13.3 are replaced by a new section 13.1 as follows:
"13.1 Radiocommunications
Craft should have a capability of distress and safety
communications in accordance with the provisions of chapter IV of the Safety
Convention".
Sections
13.4 to 13.11 are renumbered as sections 13.2 to 13.9.
