VOLUNTARY DONATION OF INTEREST EARNINGS UNDER THE CONTRIBUTIONS INCENTIVE SCHEME TO THE TECHNICAL CO-OPERATION FUND

THE ASSEMBLY,

 

RECALLING resolution A.873(20), in which the Assembly:

 

- through operative paragraph 1, reaffirmed that technical co-operation is an essential part of the Organizations work to achieve the ratification and implementation of IMOs global instruments; and

 

- through operative paragraph 5, invited Member States and organizations to continue and, if possible, increase their financial and in-kind support for the technical co-operation activities of IMO,

 

RECALLING ALSO resolution A.900(21) on Objectives of the Organization in the 2000s, through which the Assembly, directed the Committees, under the co-ordination of the Council, inter alia, to focus their attention on strengthening the Organizations technical co-operation programme and delivery to achieve sustainable development and effective implementation of the Integrated Technical Co-operation Programme (ITCP),

 

RECALLING FURTHER resolution A.901(21) on IMO and technical co-operation in the 2000s, which provides a comprehensive policy statement on the ITCP encompassing, inter alia, the programmes key objective, mission statement and contribution to sustainable development,

 

EVOKING resolution A.965(23), in operative paragraph 2 of which the Assembly invited Member States, international and regional organizations, non-governmental organizations and industry to provide financial and in-kind support for the implementation of ITCP activities through the development of effective partnership arrangements with IMO,

 

EVOKING ALSO resolution A.986(24), in which the Assembly acknowledged the need to support, through the funding and implementation of technical co-operation activities, the United Nations Millennium Declaration and the Millennium Development Goals,

 

RECOGNIZING IMOs limited resources and regional presence, at national, regional and global levels, for the implementation of its technical co-operation activities,

 

ACKNOWLEDGING WITH APPRECIATION IMOs record of achievement in technical co-operation, the relevance of its ITCP and the ever-growing demand for technical assistance and capacity-building arising from the priority given by the Organization to the effective and uniform implementation and enforcement of its global instruments,

 

MINDFUL of the budgetary constraints of Member States and the Organization itself, and of the need to make efficient use of available funds and in-kind resources, while also respecting the need to give priority to technical co-operation over other matters,

 

MINDFUL ALSO of the ongoing efforts of the Technical Co-operation Committee to develop a comprehensive mechanism for ensuring long-term, sustainable implementation of the ITCP, through the effective and efficient utilization of any other resources available, which reduces dependence on the Printing Fund surplus,

 

REAFFIRMING the importance of the Technical Co-operation Fund (TC Fund) as a mechanism for the delivery of the ITCP,

 

RECALLING ALSO that the resources of the TC Fund comprise, inter alia, contributions from Member States, including donations made under the Contributions Incentive Scheme (CIS), and from other donors (governments, organizations and institutions, the private sector and individuals),

 

RECALLING FURTHER resolution A.629(15) concerning the introduction of the Contributions Incentive Scheme to encourage early payment of contributions in accordance with the Financial Regulations,

 

NOTING the Secretary-Generals proposal to the Council that Member States should voluntarily donate a percentage of their earnings under the CIS to the TC Fund and the Councils agreement, at its ninety-seventh session, to make a recommendation to the Assembly in this regard,

 

NOTING the recommendations of the Technical Co-operation Committee, at its fifty-seventh session, and the Council, at its ninety-eighth session,
